The tiers are what make this tree, and they are simpler than they look.
Each one flares because it has more stitches along its outer edge than it needs to lie flat β the same principle as a frill on a skirt. There is no wire, no stiffening and no shaping to calculate. You work the extra stitches where the pattern says, and the ruffle happens by itself.
The white edge is worked as the last rounds of each tier, so the snow follows every wave rather than sitting on top of it.
